Which courses do I need to take?
California Insurance Continuing Education (CE) Requirements:
All Agents, Brokers & Adjusters must complete:
- Â Ethics Essentials + Anti-Fraud (3 hours) (required)
- You Must Complete 21 additional CE hours related to your license type for a total of 24 CE hours
License-Specific CE Requirements:Â
These are courses required for certain license types.

Personal Lines Brokers & Limited Lines Automobile Agents:
- May take any course approved for Property & Casualty credit
Life-Only Credit Courses:
- Restricted to producers holding a Life-Only or Life, Accident, and Health license
Life Agents:
- Â Effective January 1, 2025:
- Â New Requirement: Life agents licensed on or after January 1, 2024, must complete 4 CE hours of life insurance training before selling individual life insurance policies (excluding term life with no cash value).
- We offer, “2025 Life Insurance Policies 4-Hour” to satisfy this requirement.
Variable Life Agents:
- Â Effective January 1, 2025:
- Agents selling individual variable life insurance policies must complete 2 CE hours of training before each license renewal.

Life Settlement Brokers:

Property, Casualty, or Personal Lines Agents:
- Â Homeowners Insurance Valuation Training:
- Agents must complete 3 CE hours of training before estimating replacement value of structures or explaining coverage levels under a homeowners’ insurance policy.
- Â One-time training requirement

Annuity Training Requirements:
- Â Ongoing Training:
- Complete 4 CE hours every two-year license term after initial training.

- Compliance with California annuity best interest training requirements is mandatory before selling, soliciting, or negotiating annuity products.

- Complete 8 hours of one-time training before selling LTC products.

- Â Life-Only Agents: Can sell LTC as a rider on full life policies but must also complete 8-hour LTC training.
Flood Training Requirements:
- Â NFIP Flood Training:
- Complete 3 hours of one-time training before selling flood insurance products.

Can I keep repeating courses over and over?
Courses cannot be repeated more than once in a 2 year license term. Within the first 4 years of selling LTC products, producers may only repeat an LTC course every 24 months from the original course completion date.
What is the procedure for renewing an insurance license in California?
- Electronic renewals will be available 90 days prior to the expiration date.
- To complete license renewal, Continuing Education requirements must be met prior to submission of a renewal application.

What are the California Insurance CE requirements for people who don't live in the state?
Non-resident licensees who meet CE requirements in their home state are not required to meet California CE requirements. Non-resident producers selling annuities, LTC, LTC partnership, or flood products are required to complete the same special training/education requirements as resident producers.
Are any CE exemptions available?
Licensees are exempt from CE requirements if one of the following is true:
- Individuals who have held a life agent license for at least one year or who obtained a life settlement broker license prior to July 2, 2010 are exempt from the 15 hour life settlement broker training course requirement. This does not include an exemption from the life agent CE requirement.
- The producer holds only a cargo shippers license.
- The producer is 70 years or older and has held a California insurance license in good standing for 30 years or more.This does not include an exemption from product specific training for LTC and Annuities.
- The producer holds a life license and claims a funeral exemption (sells less than $15,000 of insurance).

Hours: 16
Of these 16 hours, 8 hours must be fulfilled in a state-approved classroom, and 8 hours must be fulfilled by taking a state-approved LTC self-study course.

Insurance Commissioner Ricardo Lara sponsored legislation, Senate
Bill 263 (Dodd, Chapter 2, Statutes of 2024) related to annuities and
life insurance policies, was signed by Governor Gavin Newsom on
February 29, 2024, and will take effect on January 1, 2025. This new
law adds section 1749.81 to the California Insurance Code. Section
1749.81(b) requires life agents who sell variable life insurance policies
to complete two hours of topic specific training before each license
renewal. This section applies to licenses that are issued or renewed
on or after January 1, 2025.

Curriculum
The California Department of Insurance (Department) recently
approved the Commissioner-appointed Curriculum Board’s proposed
creation of the new 2025 Variable Life Insurance Policies Two-Hour
Course Curriculum. This new two-hour course applies to all California
life licensees both resident and non-resident and focuses on variable
life insurance policies and is based on the Department’s Bulletin 87-3,
Requirements for Issuance of Variable Life Insurance in California.
This requirement shall be part of, and not in addition to, the California
resident licensee's continuing education requirement.
